Deuteronomy 14:9

אֶת זֶה תֹּאכְלוּ מִכֹּל אֲשֶׁר בַּמָּיִם כֹּל אֲשֶׁר לוֹ סְנַפִּיר וְקַשְׂקֶשֶׂת תֹּאכֵלוּ

Of all that are in the waters you may eat these: whatever has fins and scales you may eat.
