Ecclesiastes 8:11

אֲשֶׁ֣ר אֵין נַעֲשָׂ֣ה פִתְגָ֗ם מַעֲשֵׂ֤ה הָרָעָה֙ מְהֵרָ֔ה עַל כֵּ֛ן מָלֵ֥א לֵ֛ב בְּנֵ֥י הָאָדָ֖ם בָּהֶ֑ם לַעֲשׂ֖וֹת רָֽע׃
ʾasher ʾeyn naʿashah pitgam maʿasheh haraʿah mherah ʿal ken maleʾ leb bney haʾadam bahem laʿasvot raʿ

Because sentence against an evil work is not executed speedily, therefore the heart of the sons of men is fully set in them to do evil.
