Isaiah 31:9

וְסַלְעוֹ֙ מִמָּג֣וֹר יַֽעֲב֔וֹר וְחַתּ֥וּ מִנֵּ֖ס שָׂרָ֑יו נְאֻם־יְהוָ֗ה אֲשֶׁר־א֥וּר לוֹ֙ בְּצִיּ֔וֹן וְתַנּ֥וּר ל֖וֹ בִּירוּשָׁלָֽ͏ִם׃
vsalʿvo mimagvor yaʿabvor vḥatv mines sharayv nʾum-yhvah ʾasher-ʾvr lvo bṣiyvon vtanvr lvo biyrvshala͏im

And he shall pass over to his strong hold for fear, and his princes shall be afraid of the ensign, saith the LORD, whose fire {is} in Zion, and his furnace in Jerusalem. {he...: Heb. his rock shall pass away for fear} {his strong hold: or, his strength}

Modern English

His rock will pass away by reason of terror, and his princes will be afraid of the banner,” says Yahweh, whose fire is in Zion, and his furnace in Jerusalem.
